Today, August 7, the patch notes were released for patch 9.15b at 2:00 pm CST. These, according to @Mortdog, will be set to go live in a couple of hours after being announced. Here are the changes to champions and items in the patch notes, sourced from the official announcement:
Biggest Takeaways
Of the changes, one of the most significant things comes in the much-needed nerf to Karthus. This champ was absolutely decimating teams late-game, especially when paired with Sorcerers or at level 2. Otherwise, of the champions, Elise’s buff to damage, which also extends to her spiderlings, should prove useful for the viability of Shapeshifters.

Looking at the items, Runaan’s Hurricane receives an incredible buff in this patch. The item increases bonus damage from 25% to 75%, which should prove to make it much more viable on a heavy-hitting carry champ. Phantom Dancer now lets holders dodge critical strikes from ability damage, which should also prove to buff this item, which was already quite strong. Other than that, slight nerfs to both Guardian Angel and Morellos, with Sword of the Divine slowly creeping into relevance with a 2% buff.
More Coming Next Week
The patch everyone has been waiting for, patch 9.16, will be coming next week. It will bring four new champs and a new Hextech origin with it, although each may look quite different than they have on the test server.
