The contract is for one-year worth $4 million.
Miller, 26, was a former third-round pick by the Buffalo Bills. He played four seasons for the Bills before joining the Bengals. Last year with Cincinnati he started 13 games and he has started 60 games in his career.
Carolina is trying to protect new quarterback Teddy Bridgewater with the signing of Miller. He is expected to step in right away and start after the team traded away Trai Turner already this offseason.
