This information has been cited in Pokémon GO-associated sites such as LeekDuck. Shadow Suicune raids will be going on in August, except for the days when the Shadow Lugia raids are happening. As stated in another piece, Shadow Suicune will not appear during the Taken Over event.
Shadow Suicune raids will be happening from August 3 to August 31. If players are lucky, they will be able to encounter a Shiny Shadow Suicune once they get their chance to catch it. The schedule for the raids are as follows:

Since Shadow Suicune is still a pure water type, players should come with regular and shadow grass and electric types. Shadow Suicune, amongst other shadow raid bosses, are immensely difficult Tier 5 raids due to the enrage mechanism.
Players will need to be well prepared with top counters, correct move-sets, powered-up Pokémon, and most importantly, Purified Gems. The best counter to use against Suicune for the grass type is Mega Sceptile. Sceptile can learn Fury Cutter as a fast attack. Fury Cutter is a bug-type move, but it will fill up Sceptile’s charge meter quicker than its other option, Bullet Seed.
For its Charged Attack, players will want to use Frenzy Plant to deal as much damage as possible. This will be helpful with support from fellow raid players. The second counter, this time an electric type, is Zekrom.
Zekrom is a powerful electric/dragon-type Pokémon that is a boon to anyone in the Pokémon GO game. For a fast attack, Zekrom should know Dragon Breath. It deals neutral damage and it charges Zekrom’s charged attack faster. Zekrom’s Charged Attack should be Fusion Bolt as it does the most damage out of all of the attacks in Zekrom’s arsenal.
Other simpler counters could be Pokémon like Alolan Raichu and Jolteon for electric types.
