Harrison, 23, has played two seasons for the Jaguars. He was a former second-round pick, who had played solidly for the Jaguars.
The Browns lost Grant Delpit to an injury earlier in camp, so Harrison will help fill the void at safety.
Jacksonville continues to rebuild, as they have traded running back Leonard Fournette and now Harrison in the last few days.
