First of all, Hail of Blades increases the attack speed of the first three auto attacks. This works on Janna because her passive now grants on hit damage scaling with her movement speed. Therefore, players are stacking movement speed to maximize her damage output.
This Korean content creator synergized with Ziliean support, utilizing Janna as the ADC. Hail of Blades allows her to attack three times super quickly, and she can slow the enemies with her W. Therefore, Hail of Blades Janna typically runs Flash and Ghost, and doesn’t actually build the support gold item. Many are running this as a fun adc pick, while others are using it as a solo lane menace. Boots of Swiftness seem to be the go to boot upgrades, while Stormraizer or Galeforce seem to be the first item buy priority. Rapid Fire Cannon is a solid second item, building into more crit oriented item optimization.
Be warned, this is more of a for fun build. It definitely falls off in the later stages of the game, but it definitely has its merits during the early game. It likely would not work as a support oriented pick, but rather a rather random damage dealing role.
