League of Legends patch 10.4 has been revealed, and it includes many new changes that are coming for champions, items and runes. There will also be new Blood Moon skins for Katarina, Master Yi and Tryndamere. The following are the item and rune changes that are coming in patch 10.4.
Rune Changes
A total of three runes are receiving significant changes in patch 10.4. Phase Rush is receiving a buff for melee champions by increasing the amount of bonus movement speed that they receive. The rune will also have a larger window to proc the movement speed. The amount of allowed time between spells and attacks is increasing to four seconds from three. Hail of Blades is receiving a change that should increase its usability for more champions. The time allowed between hits is increasing from two seconds to three, and the cooldown is changing to eight seconds out of combat with champions from a flat four. Prototype: Omnistone is receiving an interesting change. The first roll of Prototype: Omnistone can’t be Press the Attack or Conqueror. These runes are fairly weak in comparison to other runes such as fleet footwork in the early stages of the game, so this can be seen as a positive change for the rune.
Item Changes
A total of seven items are receiving changes in patch 10.4. Bami’s Cinder, Cinderhulk and Sunfire Cape are receiving changes to their Immolation passive. In addition to the damage per second around a champion, immobilizing spells will release a burst of damage that scales off of maximum health points. These are welcome changes for both tanky top laners and junglers that itemize Sunfire Cape or Cinderhulk. The upgraded Ornn versions of these items will also include the new Immolation passive.
Blade of the Ruined King is receiving a buff for melee champions. This item is often used on ranged champions like Vayne and Lucian to great success, but few melee champions can use it properly. The percentage health damage is increasing from eight percent to 11 percent for melee champions, which should significantly improve its viability for bruisers. The upgraded Ornn version of this item will also receive the same change.
Tiamat is receiving a change to the active, Crescent. The damage will now be evenly distributed, rather than the closest enemies taking the most damage. To compensate for this, the damage scaling will be decreasing at earlier levels. Ravenous Hydra is also receiving the same change to the Crescent passive. Titanic Hydra is receiving a buff to the health it grants from 450 to 550. These item changes seem to be focused on providing more power to melee champions so that they can keep up with their ranged counterparts.
