Star Wars Jedi Fallen Order was set only five years after the fall of the Jedi and showed how the Empire was starting to maneuver. They were only gaining power and former Jedi like Kal had no intention of stopping them. As the first game showed, hiding was probably the safer option for Kal but he had to intervene in order to stop the inquisitors.
