The Toronto Raptors will be starting their 2020-2021 season in Tampa, Florida. Their venue change is due to travel issues and restrictions between Canada and the United States among the COVID-19 pandemic.
The Athletic’s Shams Charania reported the news via Twitter on Friday.

Following Rudy Gobert’s positive test and a hiatus, the NBA went into a bubble for the remainder of the regular season and postseason. This is what allowed Toronto to play out the rest of their season. Since the NBA Finals and the bubble was left behind, the idea of the Raptors playing in the USA has been kicked around.
Being that Florida hosted the bubble, it makes sense that the Raptors would return, albeit in Tampa rather than Orlando. The season is set to begin on December 22, 2020.
