It’s confirmed that Manaphy is in Pokemon Pokopia. Below is a full guide on how to get one and what Manaphy is capable of.
To find Manaphy, players will first have to complete the mission Raise the environment level. Once Bleak Beach reaches environment level 5, players can surf north from the Pokemon Center, where Manaphy can be seen along Bleak Beach. Upon talking to the Pokemon, Manaphy will ask for Seaweed x5
To get a Pokemon to show up through a Habitat, you need to construct its Habitat. Once the materials and items are there, generally in at least a 4×4 area, you just need to wait for the grass to rustle or a “shining” effect to confirm the Habitat is completed, and it may appear. Manaphy, however, does not appear through a normal Habitat. Instead, it becomes available through the story request from the Bubbling Seabed, “Let’s build a beautiful building.”
Manaphy teaches players the Dive move and even demonstrates a short tutorial.

Manaphy is a fixed story encounter rather than a randomly spawning Habitat Pokemon. Its appearance depends on story progress, so players should not need to wait for a particular time or weather condition.
All Pokemon in Pokopia have a Specialty that allows them to help with activities around the town or island. Manaphy’s Ideal Environment and Favorites can also be used to improve its Comfort level after it becomes a resident.
