To find Totodile, progress through the Bubbly Basin story until you’ve reached an environmental level of 3. After speaking with Popplio, it begins giving Pokemon-location hints. Follow those given hints to locate Totodile North of the Bubbling Sea Town.
To get a Pokemon to show up through a Habitat, you need to construct its Habitat. Once the materials and items are there, generally in at least a 4×4 area, you just need to wait for the grass to rustle or a “shining” effect to confirm the Habitat is completed, and it may appear.
