To get Shellder, construct either the Basin Tall Grass & Coral Habitat or the Sandy Digging Spot Habitat in Bubbly Basin. Once the Habitat is complete, simply wait for Shellder to appear.
To get a Pokemon to show up through a Habitat, you need to construct its Habitat. Once the materials and items are there, generally in at least a 4×4 area, you just need to wait for the grass to rustle or a “shining” effect to confirm the Habitat is completed, and it may appear.
