To find Popplio, you must learn the ability Dive and raise the Bleak Beach to Environment Level 5. Popplio will appear at Bleak Beach and lead players towards Bubbly Basin.
To get a Pokemon to show up through a Habitat, you need to construct its Habitat. Once the materials and items are there, generally in at least a 4×4 area, you just need to wait for the grass to rustle or a “shining” effect to confirm the Habitat is completed, and it may appear.
