It’s confirmed that Phione is in Pokemon Pokopia. Below is a full guide on how to get one and what Phione is capable of.
To find Phione, players must reach Environment Level 3 in Bubbly Basin and use the Starmie Doll to visit the Seafloor Dream Island. Phione may appear inside an underwater cave area on the east side of the island, but the encounter is not guaranteed, as its appearance is set to a low-probability daily roll. The Dream Island daily roll resets once per day.
To get a Pokemon to show up through a Habitat, you need to construct its Habitat. Once the materials and items are there, generally in at least a 4×4 area, you just need to wait for the grass to rustle or a “shining” effect to confirm the Habitat is completed, and it may appear. Phione, however, is first found through exploration on Basin Dream Island. Players can build any Habitat and offer it to Phione using the “Wanna move in here?” dialogue option.
