To find Mudkip, construct its underwater Habitat in Bubbly Basin using four patches of basin tall grass. Once the Habitat is complete, wait for Mudkip to appear.
To get a Pokemon to show up through a Habitat, you need to construct its Habitat. Once the materials and items are there, generally in at least a 4×4 area, you just need to wait for the grass to rustle or a “shining” effect to confirm the Habitat is completed, and it may appear.
