Scyther can also be found in exactly one place in Lumiose City. This would be in Wild Zone 13. You can find that later in the game a little over halfway through it as the new Wild Zones open up.

Scyther can be found at higher levels. Almost all of them, unless they are Alpha Pokemon, will be around levels 37-39. If you find an Alpha Scyther, it will be between levels 47-49.
After that, you will need to get a Metal Coat to evolve Scyther into Scizor and you will need to trade it while it is holding that item. After this, it will evolve into Scizor and you will need to get it back from the other person.
