Riolu can be found in a few different places throughout Lumiose City. There are reports of some available in all districts: Bleu District, Jaune District, Magenta District, Rouge District, Vert District. So far, where we have found them can be seen on the map below.
Where to Find Riolu in Pokemon Legends Z-A
Riolu can be found at a relatively lower level. It will be around level 16-18 normally and then if you find an Alpha Riolu, that will generally be around level 26-28.
Getting Riolu to evolve is a bit more of a challenge. For starters, you will want to get a Soothe Bell to give to Riolu. You can get this by completing Side Mission 36. Once you do that, you will need to keep using Riolu to up its friendship but you cannot let it faint much if at all. Then, sometime during the day if it’s friendship is high enough, it will evolve once you level up.
