1. You can get it from Side Mission 101: Steadfast as Steel as a reward for completing it.
2. You can get it from Side Mission 114: A Feather from Skarmory as a reward for completing it.

These are the only ways to get Metal Coat in the game. Conveiently, they are the perfect number to get Steelix and Scizor at least once. We suggest completing the missions first, they are in the later game but these are some of the easiest ways to get the Metal Coat.
