Litwick can be found in one place in Lumiose City, The Sewers at the main entryway.
This is a bit surprising, mainly due to the fact that Chandelure just received a new Mega Evolution. Either way, you can get Litwick around the middle portion of the game.
Litwick can be found at a higher level, for a wild Pokemon. It will be around level 34-37 normally and then if you find an Alpha Litwick, that will generally be around level 45-48.
Luckily, Litwick will be able to evolve relatively soon after into Lampent. This will happen at level 41, so if you catch an Alpha it will be the next level or if you catch a normal Litwick it will be about four to seven more levels. After that, you can evolve Lampent pretty much right away into Chandelure. This is because you only need a Dusk Stone, which you can easily get at the Stone Emporium at this point in the game.
