Dratini can be found in a few different places throughout Lumiose City. There are reports of some available in all districts: Bleu District, Jaune District, Magenta District, Rouge District, Vert District. So far, where we have found them can be seen on the map below.
Where to Find Dratini in Pokemon Legends Z-A
Dratini can be found at higher levels. Almost all of them, unless they are Alpha Pokemon, will be around level 28 or 29.
This means that you will not have to wait long to get Dratini to evolve into Dragonair, which they can do at level 30. After that, it is a steeper climb to Dragonite which you can get at level 55. Then you are finally able to get the new Mega Dragonite.
