Clefairy is most easily obtained later in the game in Wild Zone 19, however, you can also encounter Cleffa in the open world on rooftops, so keep your eyes peeled as you are playing!

I ran into several Cleffa pretty early on in my playthrough.

How to get Clefairy (and Clefable) in Pokemon Legends Z-A

Clefairy can be caught normally in Wild Zone 19. If you want a Clefable, you’ll need to go to the Stone Emproium and make sure you have a Moon Stone ready to go. From there, it should be pretty straightforward!
