To evolve Kirlia into Gardevoir in Pokemon Legends Z-A, you only need to get it to level 30. Keep in mind that only a female Kirlia can turn into a Gardevoir. To evolve a male Gardevoir, you must use a Dawn Stone. Upon doing so and Kirilia evolves into Gallade.
Currently, there are no locations where to find a wild Kirlia. So instead of finding Kirlia, we’re finding its previous evolution, Ralts.

Additionally, you can receive a Ralts as an early-purchase bonus until February 28, 2026. With the bonus, Gardevoirite will be sent through the internet via Mystery Gift. This qualifies with either the physical and digital copies of Pokémon Legends: Z-A.
With enough Mega Shards, Gardevoir can Mega Evolve. Gardevoirite can be acquired by visiting Quasartico Inc. headquarters. From there, purchase the Gardevoirite for 240 Mega Shards.
