To get Xerneas in Pokemon Legends Z-A, you will need to have beaten the main game.
Then you will be given a post-game quest called, “The One That Gives”. Here you will end up finding Xerneas in Wild Zone 11 down by the river. After that, you will have to defeat Xerneas in battle. Xerneas will be Level 75 and will be a challenge but bring a Steel-type Pokemon and you should be fine.
You would think that there would be more Legendary Pokemon in a Legends game, but in the base game, there are only a few.
We have guides one how to get each of the other Legendaries but along with Xerneas, Yveltal, Zygarde (obviously), Mewtwo and Magaerna made it into the main game. There will be more Legendary Pokemon in the DLC, Mega Dimension, according to leaks, but it is too early to fully speculate which ones.
For Legendary fans, this may be a bit of a letdown, but just be patient as it feels likely that through events and other means, some of the other Legendary Pokemon will eventually get added.
