In order to Evolve Magikarp in Pokemon Legends Z-A you only need to get it to level 20.
You can find Magikarp in many different places in Lumiose City.
This will not be a surprise to anyone, but you will need to go to water in order to catch a Magikarp. They are available in varying levels so depending on when you get one, you could evolve it into Gyarados after only one level up. There are also Alpha versions of Magikarp in the different Wild Zones.
There is no doubt that Gyarados is one of the strongest Pokemon in Legends Z-A. Not only are its base stats extremely good, but it also has a Mega Evolution. You can find Gyaradosite at Quasartico Inc. and can buy it for 240 Mega Shards.
