Unfortunately, there is only one way to Evolve Haunter into Gengar in Pokemon Legends Z-A, trading.
That is right, almost unbelievably, you will have to trade with someone else to get your Huanter to evolve. This does mean that you will need Nintendo Switch Online, which is a paid service. Luckily there are a few options.
If you do not have someone to trade with or want to risk getting your shiny Haunter stolen by a random trade partner, you can go find a Gengar elsewhere in Pokemon Legends Z-A.
You can find an Alpha Gengar in Wild Zone 20, which is at the end of the game. Also, near the end of the game, but still before it, you can find Gengar at level 42 in the Old House. The Old House can be found in the Bleu District at Sector 9. You will be able to do this a little later in the game during the Goodbye, Gengar quest, which should help to lead you right to the Old House.
