Rotom Wash has always been a strong bulky option due to its typing, ability and strong moveset. Only being weak to Grass has a major advantage in all metas.
Here are two suggested builds.
This build focuses on the more meta build with Rotom Wash spamming Hydro Pump and Thunderbolt while using Volt Switch to get out or into other options.
Nature: Modest (+Sp. Atk | -Atk) Ability: Levitate

This version of Rotom Wash is more focused on using the tankier side to get Electroweb setup, then spamming Will-O-Wisp to lower strong attackers and burn.
Nature: Timid (+Spd | -Atk) Ability: Levitate
Best Stat Point Spread:
Sitrus Berry can be good for both builds but especially the first one as you will need it to take any Grass damage. As long as you are not in against a Grass Pokemon or one with a strong Grass move, then Leftovers can also be strong as Rotom Wash can heal up with it and Discharge.
Rotom Wash mainly benefits from anything that will allow it to use Discharge freely, Gound types, or Pokemon that can deal with strong Grass types.
Rotom Wash is vulnerable only to Grass Pokemon. That is why most of the Pokemon below are major issues for it.
If a Grass Pokemon is faster or can use Solar Beam with or without Sunlight then Rotom Wash can get into some trouble.
