Primarina is a Pokemon that is able to live through more than you think while being able to hit multiple opponents with its many spread moves.
Here are two suggested builds. One will be the main meta build and the other an off-meta option.
This build focuses on the more meta build with the ability to set up Calm Mind while hitting multiple opponents with Hyper Voice (Water because of Liquid Voice) and Dazzling Gleam.

There are builds that have Leftovers but most of the time, there are Pokemon that need that item more than Primarina in most regulations.
Primarina benefits from teammates that help provide it with offensive support from its type weaknesses.
Primarina is vulnerable to Electric, Grass and Poison Pokemon and can be very susceptible to getting out-sped.
Teams that are able to control the speed game or that have strong Poison types will be a problem for Primarina.
