Pelipper has always been a strong weather setter that can pack a punch in the right situations.
Here are two suggested builds.
This build focuses on the more meta build with Pelipper setting up Rain with Drizzle, Tailwind and then start spamming Hurricane and Weather Ball.
Nature: Quiet (+Sp. Atk | -Spd) Ability: Armor Tail
Best Stat Point Spread:

This version of Pelipper is more focused on just support with Weather Ball for a Weather setting meta. Wide Guard is perfect for all of the Dazzling Gleam, Blizzard & Earthquake users.
Nature: Modest (+Sp. Atk | -Atk) Ability: Armor Tail
Best Stat Point Spread:
Almost have to run Focus Sash for that 4x weakeness to Electric moves.
Pelipper mainly benefits from setting up other Pokemon with Rain and Tailwind.
Pelipper is especially weak to Grass while having a normal weakness to Rock.
If a Pokemon with Cloud Nine or Electric move get to Pelipper, then it can struggle mightily.
