It was confirmed in the Vancouver Titans Discord and on his personal Twitter bio today that Anthony Muraco, the Director of Business Operations for the Vancouver Titans and Seattle Surge, will now also act as GM. Below is a screenshot where Muraco confirms his new position in the #ask-titans-staff channel in the Titans Discord.

His responses in the Titans Discord also seem to indicate more staff coming to the Titans in the coming month, which will be something to keep an eye on for Vancouver fans looking ahead to next season when they make their move to the Pacific Northwest.
His other responses in the same channel, however, also seem to confirm that Vancouver won’t likely be making any more roster additions heading into 2020. Instead, they’ll be looking to “address issues as we see fit.”
