If you have played a game of Civ 7’s Exploration Age, you have likely encountered an issue with the spawning of Treasure Fleets to complete the Exploration Age Economic Legacy Path. Here is everything we know about this issue, which is either a bug or simply an unexplained issue in the game currently.
Based on a multitude of online discussions, it appears that the issue of Treasure Fleets not spawning in Civ 7’s Exploration Age is a widespread issue without a clear-cut solution. Some think that the unit is bugged and simply will not spawn no matter what, while others have stated that completing certain buildings solves the issue. But, across the board, there is no clear solution to this right now nor any response from developers on the issue.
In my personal experience, I have completed at least five Exploration Ages without any player, myself or AI, scoring a single Exploration Age Economic Victory Path point. In a few games Treasure Fleets have spawned and I have been able to claim a handful of points, but that has been a rarity and not near enough for me to make any real progress on the Economic Legacy Path. So, it seems clear that there’s an issue with Treasure Fleets in Civ 7

However, it is not the only Legacy Path currently with issues, as I have experienced similar problems in the Modern Age with both Culture and Economy Legacy Paths as well.
