This comes about a year after the initial release date was pushed back. They decided to go back under the hood and smooth out the gameplay and add more to it. Tales of the Shire will, unfortunately, not be on Xbox Game Pass.

That being said, you will be able to play it on Xbox Series X|S and PC. So that leaves the option open for it to be added in the future. It would not be a surprise to see this game on Game Pass, considering other Lord of the Rings games are already on it, like the Shadow of War series. So you can certainly hold out hope for this one as well.
