Harriet Tubman is one of the most unique Leaders to play in Civ 7 with her ability to steal Culture and Science and dominate any wars declared against her. This makes her incredibly adaptable to lots of different playstyles, even if some Civilications are better than others. So, to help you maximize value with Harriet Tubman, here are our top Civs in each Age for her in Civ 7.

Antiquity Age: Maya

The Maya offer a playstyle in Antiquity that is centered around careful exploration, staying secure in Vegetated tiles, and scaling Science in the early game. These are all things that work to benefit Harriet Tubman and can turn you into an early Science juggernaut in Antiquity.

Tubman is versatile and can be played across different Civs effectively, but the Maya’s starting position and strong overall resources can turn an already high-tier Leader into an unstoppable force early. But, if we had to give a runner-up, the influence provided by Greece could also be quite nice to pair with the focus on Espionage that you will want to have with Harriet Tubman.

Exploration Age: Majapahit

Harriet Tubman can be a bully in any Age, which might lead you to think that Bulgaria or Mongolia would be our pick here, but we want to remain on the back foot to benefit from her +5 War Support on Wars declared against you. Because of that, we are going for balance in Exploration with Majapahit.

This Civ allows for a shift to a Cultural focus in Exploration, as the Science Legacy path is all about tile yields. Use this Civ to navigate the coast, defend against Naval units, and build as many of the Unique Quarter (Pura) as possible to get free Relics.

Modern Age: Qing

The Qing work incredibly well with Harriet Tubman, allowing you to trade your way up the Influence ladder, steal Science to compensate for the small losses, and build the Huiguan Unique Quarter for even more Influence (along with great Science and Gold). This is an excellent fit and can allow you to continue to stay adaptable, all while fighting with your stacked-up Gusa units.
