#12: Siam
Pros:
- Unique City-State ability can be good situationally
- Chang Beun Unique Unit movement with attacking can be strong
- Civic Tree can feel strong if relationships are all positive with other Civs
Cons:
- Arguably the worst Modern Age Wonder with the Doi Suthep
- City-State relationships generally feel worse in the Modern Age
- Unique Civilian Unit reliant on City-States
#11: Nepal
Pros:
- Civic Tree can provide a ton of value if surrounded by Mountains
- Can be an effective Civ to win with Culture, but not many other paths
- In the right spot, Nepal can feel very strong
Cons:
- Obvious reliance on Mountain tiles can pigeon-hole you
- Sherpa can be difficult to utilize
- Many aspects of the Civic Tree do not feel in line with the game’s meta
#10: Russia
Pros:
- Katyusha Rocket Launcher has a strong ability, as enemies will typically be grouped up
- Hermitage can be a very strong Wonder in a Culture game
- Civic Tree has a lot of potential value, depending on what Victory Path you are going after
Cons:
- If your empire is not in the Tundra, a lot of value is lost
- Cossack Unique Unit and Obshchina Unique Improvement feel lacking
- Civ ability and Civic Tree perks can work against you, depending on Victory Path
#9: Buganda
Pros:
- A lot of great synergy if you can consistently pillage tiles
- Marketed as Cultural Expansionist, but much better played as a Militaristic Civ
- Can feel incredible in the right seed with surrounding Lakes
Cons:
- Muzibu Azaala Mpanga Wonder feels among the worst in the Age
- Very reliant on Lakes
- Civic Tree is very hit and miss
#8: Prussia
Pros:
- Keeping Trade Routes with warring Civs feels strong, but they can still be pillaged
- Both Unique Military Units can hit very hard
- Easy to stay enemies with most Civs, giving tons of Combat Strength
Cons:
- Brandenburg Gate is good, but only helps the Settlement it is in with the War Weariness
- Requires a dangerous playstyle to maximize value, opening you up to Sanctions and a slower progress
- Not very adaptable overall
#7: Mughal India
Pros:
- Potentially the best Civ for an all-out Economic strategy
- The ability to purchase Wonders with Gold is very strong
- Red Fort fits in nicely with overall Gold-focused synergy
Cons:
- Both Unique Units feel somewhat lacking
- The all-Gold can put you behind on Civic and Tech Trees
- Stepwall Gold is nice, but will likely not be purchased due to a lack of Farms
#6: French Empire
Pros:
- Fun playstyle forcing the player to go for Happiness
- Can be adapted to win in nearly any Victory Path
- Avenue Unique Quarter feels stronger than many other Modern Age Civ Unique buildings
Cons:
- Picking any Celebration is nice, but a somewhat gimmicky feeling Ability
- Eiffel Tower feels out of line with overall Civ strategy
- Suffers from being a jack of all trades and master of none
#5: Great Britain
Pros:
- Lots of value in the Civic Tree, especially if you have Resources and a Great Work displayed
- Well-rounded Civ with options to win in different Victory Paths
- Both Unique Units feel very strong
Cons:
- Unique Quarter can be a bit situational
- Civ ability feels like it can provide more of a penalty than a benefit, depending on the situation
- Battersea Power Station is highly situational, but can be good in Naval-heavy seeds
#4: Qing China
Pros:
- Chengde Mountain Resort very strong overall, but does require a Mountain
- Very strong Cultural Civ overall, with nice optionality for Economy as well
- Civ ability can skyrocket your Gold, Culture, and Influence
Cons:
- Science penalty in Civ ability can slow progress on Tech Tree
- Civic Tree is somewhat hit and miss
- Gusa Unique Military Unit feels weak and out of place in this Civ
#3: Mexico
Pros:
- Overall, the best Cultural Civ in the Modern Age
- Very strong Civic Tree
- Palacio de Bellas Artes fits perfectly as a Wonder and is strong overall
Cons:
- Unique Civilian Unit can give some perks that feel bad at times
- If you need to pivot away from Culture, Mexico will not help you to do so
- The military side of this Civ feels somewhat out of place
#2: America
Pros:
- Incredible Civic Tree if you have abundant Resources
- Ability to scale with Gold at a very high level with Resources
- Very adaptable playstyle
Cons:
- Unique Units feel somewhat lacking
- Statue of Liberty feels less strong than other options for Wonders
- Without abundant Resources, America can feel less powerful
#1: Meiji Japan
Pros:
- Civic Tree is very powerful for scaling
- Powerful ability to scale with Science while still growing militarily
- Goisshin Unique Ability gives a lot of value for overbuilding
- Top to bottom, very complete Civ with few weaknesses
Cons:
- Dogo Onsen can provide great scaling, but its base yield of +4 Happiness is somewhat limited
- Hard to go for a Cultural win with Meiji
