There are a few different ways for you to get more Villagers in Farthest Frontier. We are going give a breakdown of the main options for you and when they happen.
The first one will be in-game events or just different mini-quests. These will happen at different points throughout the game but especially at the beginning. Below are some different situations that will happen throughout the game.
All of these are combined with buildings that you need in the game at one point or another. Even waiting for these to get guaranteed villagers can be helpful.

One of the most important parts of Farthest Frontier is having enough food. It is what drives nearly every part of the game and it is what you have to balance throughout. Having a consistent supply of food of at least six months to a year will give your current villagers confidence and entice others to immigrate.
While not a hard and fast rule, you do need to have extra housing. What this means is that if you have 100 villagers and you want more to immigrate, you need housing for at least 110+. Also, you need those houses to be completely open. While the houses that have three of four villagers in them will get filled, it seems as though the game prefers you have brand new housing as well for new villagers.
The last one is arguably to most important as it is a combination of just about every part of the game. Happiness. While growing the town is the goal, you cannot do that if your citizens are unhappy.
You need to focus on everything. From food to spirituality, from housing to luxury clothing. All of this plays into happiness and the happier your citizens are, the more likely you are to get immigrants and for your villagers to have babies.
This may seem self-explanatory but really and truly happiness is the number one way for you to get more villagers in your town. If you can keep everyone happy, fed and safe then you will start getting more people than you know what to do with.
