
After some balancing patches and larger changes at arrived in Update 1.2.2, Civilization 7 has a whole new crop of best (and worst) leaders. So, to help you potentially consider some new options for your next Deity playthrough, here’s our July 2025 Civ 7 Leader Tier List, complete with an analysis and breakdown of each pick.
A quick note – our tier list is built for games vs AI, rather than multiplayer, and is seeking to evaluate which Leaders can be most viable, most of the time. Leaders in lower tiers can certainly still be viable, we just think ones in higher tiers have either higher ceilings and/or more consistent results, given the current balance of the game.
