The long-awaited return of the Civilization franchise is right around the corner, as Civ 7 is set to be released in just a few short weeks. While there are many changes coming to the franchise that will make the game feel unique, the significant modifications to Civ 7 Builders and tile improvements are among the most important. So, to help that first game on launch feel a bit more manageable, here’s everything you should expect when it comes to Builders, or a lack thereof, in Civ 7.

In short, no, Civ 7 will be without Builders or Workers and will instead replace that unit with instant tile improvements that are earned over time. This is now called “Grow City” which allows you to select which tile you’d like to improve from a top-down view and gives you options for what that tile would be based on the resources already on it. This adds an extra layer of depth as it pertains to which tile you select to work, or improve, as it will expand your city borders in the direction of the tile you select. Developers detailed this process in their Antiquity Age preview stream earlier this year, which can be seen below or via this link.
The Grow City function not only allows for less unit management for the player but also allows you to further strategize around where you put your tile improvements. This is also due to the fact that tiles can have two buildings in each space, according to devs. This is indicated by the color of the tile when you enter the Grow City screen, as well as via helpful UI tips indicating what you have previously built.
Players shouldn’t sweat their tile placement too much, as you can move around buildings once you have already placed them. Basically, if you build a Saw Pit early, but later discover you need that tile for something else, you can build that new thing and will be able to relocate your Saw Pit afterward, free of cost. This takes a lot of the pressure off of early tile improvements, allowing players to adapt as they grow. This is discussed in the developer live stream linked above around the 21-minute mark.
